County Executive Innamorato is seeking talented leaders to join her administration and help transform Allegheny County government into an honest, transparent, and responsive force that delivers housing, safety, opportunity, health, and high-quality service to every population, in every neighborhood of the over 100 municipalities included in the County.

  • Appointed by the County Executive, and confirmed by the County Council, the County Manager serves as the chief administrative officer, responsible for overseeing the operations of a County government that is inclusive of and responsive to the needs of all residents in the County and adopts modern, effective, and equitable approaches to governance.

    Reporting directly to the County Executive, the County Manager oversees the County’s budget and finances, ensuring that County departments have the resources they need to deliver on their missions, and oversees implementation of the policies and procedures required by the County’s Administrative Code.

    The Innamorato Administration is seeking a seasoned leader with experience managing significant and complex operations that have strengthened a local government’s ability to address

    community needs; an understanding of government budgeting and finance; and a commitment to supporting and growing a County government workforce that is representative of the communities it serves.

    The County Manager’s responsibilities include:

    • Oversee the operations of Allegheny County government, including supervising County Departments to ensure they are delivering on their missions, have the resources they need, are supporting their employees well, and are refining their approach to better address the needs of all residents in the County

    • Managing the process of preparing a proposed budget and implementing each year’s adopted County budget, including providing oversight of County departmental budgets

    • Oversee implementation of policies and procedures required of the County by the Charter and other applicable law

    • Engage with county-related boards, authorities, and commissions and coordinate with County Row Officers, County Council, the Court of Common Pleas, and other branches of government to carry out the duties of the office

    • Develop and oversee a strategy, in partnership with County Departments, to manage County assets (such as County property) effectively and equitably

    • Develop and oversee a strategy, in partnership with County Departments, to manage procurement, contract negotiation, incentive policy, and other fiscal matters effectively and equitably

    • Develop and oversee a strategy, in partnership with County Departments, to leverage the County’s enforcement authority to protect and improve the health and safety of County residents

    • Direct the County’s human resources department and support the development of policies and practices that will help to build and retain a talented and diverse County workforce

    • Advise the County Executive on strategy, policy, and practices that could strengthen County government’s operations through more modern and streamlined approaches, approaches that will better address community needs and address service gaps, racial, ethnic, and geographic disparities in care and services, and racial, ethnic, and geographic disparities in life outcomes

    • Other duties as directed by the County Executive

    Candidates should have at least twenty years of relevant experience, either working or in graduate school. Management of significant and complex operations for government or non-profit service delivery organizations preferred.

    Anticipated annual salary: $190,000

  • Appointed by the County Executive, the Deputy County Manager works closely with the County Manager to oversee the operations of a county government that is inclusive of and responsive to the needs of all residents in the County and adopts modern, effective, and equitable approaches to governance.

    Reporting to the County Manager, the Deputy County Manager will help oversee the County’s budget and finances, ensuring that County departments have the resources they need to deliver on their missions, and support the County Manager in overseeing implementation of the policies and procedures required by the County’s Administrative Code.

    The Innamorato Administration is seeking a seasoned leader with experience managing significant and complex operations that have strengthened a local government’s ability to address community needs; an understanding of government budgeting and finance; and a commitment to supporting and growing a County government workforce that is representative of the communities it serves.

    The Deputy County Manager will support and partner closely with the County manager to:

    • Oversee the operations of Allegheny County government, including supervising County Departments to ensure they are delivering on their missions, have the resources they need, are supporting their employees well, and are refining their approach to better address the needs of all residents in the County

    Anticipated annual salary: $125,000

  • Reporting to the Chief of Staff, the Director of Climate Resilience and Jobs will identify, and project manage, opportunities to work within and outside of County government to deliver on the Innamorato Administration’s commitment to support a clean and healthy environment and create high-quality green jobs to meet these goals.

    Strong candidates will have expertise in designing innovative and effective programmatic and regulatory approaches to climate resiliency, with an emphasis on climate justice for marginalized and most impacted populations. The Director of Climate Resilience and Jobs’ responsibilities include:

    • Shaping and project managing the County’s approach to drawing down federal climate and infrastructure funding in a way that will address the most pressing climate needs in the County, redress prior divestment and climate injustice, and promote the creation of high-quality green jobs for Allegheny County’s workforce. In developing this strategy, the Director of Climate Resilience and Jobs will work closely with relevant County departments, governmental, philanthropic, civic sector, and private sector partners to support a coordinated regional approach.

    • Shape and project manage the County Executive Office’s operational plan to deliver on its commitment to a clean and healthy environment, including projecting need, analyzing various strategies to determine the most effective approaches, and establishing implementation priorities.

    • Monitor local, state, and federal policy developments related to climate resiliency, analyze the potential impact on Allegheny County, and develop a recommended strategy for the County Executive’s review.

    • Develop and implement a strategy, in partnership with relevant County departments, to strengthen partnerships with the municipal governments in the County to improve coordination related climate resiliency and environmental justice.

    • As directed by the County Executive and the Chief of Staff, develop and maintain strong working relationships with the County Departments that play a role in climate resiliency and job creation , identify opportunities to improve inter-departmental coordination, and identify opportunities to streamline and modernize the County’s approach.

    Candidates should have at least ten years of relevant experience, either working or in graduate school. Experience designing and managing significant climate resiliency strategies and initiatives in government or mission-driven non-profits preferred.

    Anticipated annual salary: $90,000-$100,000

  • The Innamorato Administration is committed to using the tools of County government to improve health outcomes for all residents, with a specific focus on addressing racial and economic health disparities. The Allegheny County Health Department (ACHD) is charged with safeguarding, promoting, and preserving the health and well-being of all Allegheny residents through the provision of top-tier public health services. While Allegheny County has made significant strides in improving air and water quality, there is still much more work to be done to protect the health of our community. The county grapples with challenges like air quality concerns, lead exposure, and the disproportionate burden of chronic diseases on vulnerable communities.

    The Director has broad responsibility for improving public health in Allegheny County. The Director has direct programmatic, supervisory and administrative authority over public health services, including clinical services, public health prevention and intervention programs, environmental regulation including air quality, and direct environmental health services. The Director is appointed by the Allegheny County Board of Health and works closely with the County Executive, County Manager and other Allegheny County agencies and organizations to ensure that equitable public health services are provided to all individuals.

    The position reports to a nine-member Board of Health and has oversight of the department including programmatic, clinical, laboratory, legal, communications, policy and administrative functions. The Director provides public health and medical expertise and leadership for disease control, epidemiology, public health regulation development, environmental enforcement, maternal/child/infant health services, public health emergency preparedness and environmental health, as well as public health communications. The Director is responsible for the overall implementation of the strategic plan and the community health improvement plan.

    About the Position:

    The Innamorato Administration is seeking a seasoned leader who has designed and implemented significant public health strategies that have made a measurable impact on community health and addressed the social determinants of health. The next Director of the Allegheny County Health Department will oversee a suite of strategies and initiatives designed to improve public health and eliminate health disparities. The Director will be tasked with developing and implementing policies that better meet the needs of the Allegheny County community, with a particular emphasis on providing support for marginalized community members. The Director will oversee a department with approximately 300 employees.

    Responsibilities include, but are not limited to:

    Strategic Leadership

    • Work closely with the County Executive, County Manager and other departmental leaders to deliver on community priorities, with an emphasis on equity, creating effective systems and support for the Allegheny County community.

    • Administer public health programs for Allegheny County including management of personnel, funds, facilities and all assets of the public health department.

    • Enforce federal, state and county laws, rules and regulations to protect the public health and safety of the population including enforcement of environmental health rules, including air quality.

    Executive Management

    • Serve as the senior-most executive at the Health Department, directly managing each of the program area leaders, and supervising an overall team of approximately 300.

    • Inspire staff to think creatively about meeting goals, and create processes that enable staff to address challenges and meet objectives.

    • With other departmental leaders and Health Department deputies, devise an inclusive strategy to fill vacancies in the Health Department, recruiting the next generation of public servants and helping to create a County workforce that looks like the communities it serves.

    • Administer the department’s budget effectively, with a focus on ensuring each dollar spent achieves maximum impact, leading an effective change management process, and streamlining processes wherever possible with an eye toward resident services.

    • Maintain ACHD Accreditation

    Policy and Program Implementation

    • Oversee the development, promotion, implementation and management of public health services and programs with a specific focus on the social determinants of health; create or evolve policies to improve the factors that lead to improved public health.

    • Understand federal, state, and private health funding mechanisms, and develop effective plans for establishing new sources of departmental revenue.

    • Keep abreast of current trends in public health administration, federal/state policy, and local municipal policies and practices impacting public health.

    Partnerships and Community Engagement

    • Partner with local, state and national governmental organizations, non-profits, as well as other private and public businesses to fight on-going environmental, social justice, violence, infectious disease, and health epidemic crises facing Allegheny County and the region.

    • Build and strengthen workforce development activities and relationships with local schools to further support public health.

    • Serve as a key external face of ACHD, enhancing visibility and bringing awareness to the critical work the County does to media agencies, government officials, and other stakeholders.

    • Identify opportunities for collaboration with and among community partners, fostering partnerships to streamline efforts and amplify impact in service of the Allegheny County residents.

    Candidate Requirements:

    • Experience with managing large multi-faceted organizations, including overseeing large complex budgets, with a commitment to achieving significant transformations that lead to improved health outcomes and a significant reduction in health disparities.

    • Deep understanding of the social determinants of health, and a commitment to designing and implementing policies that improve those determinants.

    • A commitment to building an inclusive and equitable culture that fosters collaboration and respect.

    • An orientation to servant leadership, with the ability to think at a systemic level while solving pressing, local issues.

    • Leadership experience in a significant change management context, and the ability to manage and coach a high performing, diverse team, supporting professional development while holding staff accountable for meeting goals.

    • Excellent communication skills, with extensive experience engaging managing complex sets of stakeholders at all levels.

    • A degree from a four-year accredited medical school is highly desirable; in lieu of a medical degree, a doctorate in public healthcare or public health administration or similar field will be considered. The Director will ideally have a minimum of three to five years of supervisory or administrative experience in the field of public health, and ideally be licensed to practice medicine or osteopathy in the Commonwealth of Pennsylvania or able to obtain such license.

    Salary of this position will be $270,000

  • The Department of Sustainability is charged with developing and implementing policies and programs that promote a clean and healthy environment for all residents. It collaborates with County and community partners to lead a Countywide effort to build a local economy at the forefront of energy efficiency, clean energy, and modern infrastructure. Specifically, the department’s focus includes ending the expansion of fossil fuel development, equitably promoting the use of clean energy, and reducing the County’s carbon footprint.

    The Director of the Sustainability Department will play a pivotal role in leading the department's efforts to address environmental justice disparities, drive sustainable practices, and stimulate economic growth while fostering community engagement. This position requires a visionary leader with a broad understanding of sustainability, infrastructure, and economic development, coupled with strong community connections. The Director will oversee policy development, implementation, and troubleshooting to drive the county's commitment to a greener, more equitable, and prosperous future.

    The Director of the Sustainability Department core responsibilities include:

    • Policy Development and Implementation: Develop Countywide policies and programs promoting environmentally sound and sustainable practices. Establish a comprehensive approach to implement solutions.

    Establish Sustainability Benchmarks:

    • Establish benchmarks for each County department to assess sustainable efforts and actions implemented within respective departments.

    • Measure and report on the success in meeting these benchmarks.

    Promote Inter-Departmental Collaboration:

    • Lead the County Green Team, an inter-departmental working group, to develop actionable sustainability goals and promote Countywide collaboration.

    Foster Partnership with Community-Based Organizations:

    • Collaborate with other County departments to engage and build partnerships with local organizations and corporations, advancing the County's sustainability initiatives.

    • Publish an annual Allegheny County Sustainability Report, accessible to the public.

    Candidates should have at least fifteen years of relevant experience, either working or in graduate school. Experience managing a significant governmental, non-profit, or private sector organization responsible for addressing environmental disparities, driving sustainable practices in government and more broadly is preferred.

    Anticipated annual salary: $135,000

  • Reporting to the Chief of Staff, the Executive Assistant to the County Executive manages the County Executive’s calendar, helping to leverage the calendar as a strategic tool that reflects the Innamorato Administration’s goals. The Executive Assistant also manage the administrative functions of the County Executive’s Office, ensuring that the County Executive’s team has the supplies and technology they need to deliver on their duties and providing logistical support for events, briefings, and other office needs. Strong candidates will have exceptional organizational skills and attention to detail, sound judgement when dealing with potentially sensitive information, and a commitment to serving the residents of Allegheny County.

    The Executive Assistant to the County Executive’s core responsibilities include:

    • Managing the County Executive’s calendar and the process by which items are added to this calendar, helping to ensure that the County Executive’s calendar reflects a strategic use of the County Executive’s time to advance her administration’s goals.

    • Providing administrative support to the County Executive as requested, including handling travel arrangements, reimbursements, ordering of necessary supplies and supporting a well-functioning office environment.

    • Supporting the Chief of Staff to implement processes within the County Executive’s Office that promote a well-functioning team, including ensuring the County Executive has strong briefing materials in advance of events/meetings.

    • Supporting other Executive Office priorities as requested by the County Executive and the Chief of Staff

    Anticipated annual salary: $55,000
