  • Appointed by the County Executive, and confirmed by the County Council, the County Manager serves as the chief administrative officer, responsible for overseeing the operations of a County government that is inclusive of and responsive to the needs of all residents in the County and adopts modern, effective, and equitable approaches to governance.

    Reporting directly to the County Executive, the County Manager oversees the County’s budget and finances, ensuring that County departments have the resources they need to deliver on their missions, and oversees implementation of the policies and procedures required by the County’s Administrative Code.

    The Innamorato Administration is seeking a seasoned leader with experience managing significant and complex operations that have strengthened a local government’s ability to address

    community needs; an understanding of government budgeting and finance; and a commitment to supporting and growing a County government workforce that is representative of the communities it serves.

    The County Manager’s responsibilities include:

    • Oversee the operations of Allegheny County government, including supervising County Departments to ensure they are delivering on their missions, have the resources they need, are supporting their employees well, and are refining their approach to better address the needs of all residents in the County

    • Managing the process of preparing a proposed budget and implementing each year’s adopted County budget, including providing oversight of County departmental budgets

    • Oversee implementation of policies and procedures required of the County by the Charter and other applicable law

    • Engage with county-related boards, authorities, and commissions and coordinate with County Row Officers, County Council, the Court of Common Pleas, and other branches of government to carry out the duties of the office

    • Develop and oversee a strategy, in partnership with County Departments, to manage County assets (such as County property) effectively and equitably

    • Develop and oversee a strategy, in partnership with County Departments, to manage procurement, contract negotiation, incentive policy, and other fiscal matters effectively and equitably

    • Direct the County’s human resources department and support the development of policies and practices that will help to build and retain a talented and diverse County workforce

  • Appointed by the County Executive, the Deputy County Manager works closely with the County Manager to oversee the operations of a county government that is inclusive of and responsive to the needs of all residents in the County and adopts modern, effective, and equitable approaches to governance.

    Reporting to the County Manager, the Deputy County Manager will help oversee the County’s budget and finances, ensuring that County departments have the resources they need to deliver on their missions, and support the County Manager in overseeing implementation of the policies and procedures required by the County’s Administrative Code.

    The Innamorato Administration is seeking a seasoned leader with experience managing significant and complex operations that have strengthened a local government’s ability to address community needs; an understanding of government budgeting and finance; and a commitment to supporting and growing a County government workforce that is representative of the communities it serves.

    The Deputy County Manager will support and partner closely with the County manager to:

  • Reporting to the Chief of Staff, the Director of Climate Resilience and Jobs will identify, and project manage, opportunities to work within and outside of County government to deliver on the Innamorato Administration’s commitment to support a clean and healthy environment and create high-quality green jobs to meet these goals.

    Strong candidates will have expertise in designing innovative and effective programmatic and regulatory approaches to climate resiliency, with an emphasis on climate justice for marginalized and most impacted populations. The Director of Climate Resilience and Jobs’ responsibilities include:

    • Shaping and project managing the County’s approach to drawing down federal climate and infrastructure funding in a way that will address the most pressing climate needs in the County, redress prior divestment and climate injustice, and promote the creation of high-quality green jobs for Allegheny County’s workforce. In developing this strategy, the Director of Climate Resilience and Jobs will work closely with relevant County departments, governmental, philanthropic, civic sector, and private sector partners to support a coordinated regional approach.

    • Shape and project manage the County Executive Office’s operational plan to deliver on its commitment to a clean and healthy environment, including projecting need, analyzing various strategies to determine the most effective approaches, and establishing implementation priorities.

    • Monitor local, state, and federal policy developments related to climate resiliency, analyze the potential impact on Allegheny County, and develop a recommended strategy for the County Executive’s review.

    • Develop and implement a strategy, in partnership with relevant County departments, to strengthen partnerships with the municipal governments in the County to improve coordination related climate resiliency and environmental justice.

    • As directed by the County Executive and the Chief of Staff, develop and maintain strong working relationships with the County Departments that play a role in climate resiliency and job creation , identify opportunities to improve inter-departmental coordination, and identify opportunities to streamline and modernize the County’s approach.

    Candidates should have at least ten years of relevant experience, either working or in graduate school. Experience designing and managing significant climate resiliency strategies and initiatives in government or mission-driven non-profits preferred.

    Anticipated annual salary: $90,000-$100,000

  • Reporting to the Chief of Staff, the Director of Housing Strategy will identify, and project manage, opportunities to work within and outside of County government to deliver on the Innamorato Administration’s commitment to housing for all. Strong candidates will have expertise in mitigating challenges with homelessness prevention, affordable housing production, tenants’ rights, and effective provision of supportive and transitional housing, among other issues that affect the availability and affordability of housing in Allegheny County.

    The Director of Housing Strategy’s responsibilities include:

    • Monitor local, state, and federal policy developments and funding opportunities related to housing and homelessness; analyze the potential impact of these developments on Allegheny County; and lead the County’s strategy to secure additional funding and respond to policy developments

    • Shape and project manage the County Executive Office’s operational plan to deliver on its commitment to Housing for All, including projecting need, analyzing various strategies to determine the most effective approaches, and establishing implementation priorities

    • Develop and implement a strategy, in partnership with relevant County departments, to strengthen partnerships with the municipal governments in the County to improve coordination related to homelessness prevention, homelessness service delivery, placement within transition and supportive housing, and affordable housing production

    • As directed by the County Executive and the Chief of Staff, develop and maintain strong working relationships with the County Departments that play a role in housing and homelessness services, identify opportunities to improve inter-departmental coordination, and identify opportunities to streamline and modernize the County’s approach to homelessness prevention and housing production

    Candidates should have at least ten years of relevant experience, either working or in graduate school. Experience designing and managing significant housing strategies and initiatives in government or mission-driven non-profits preferred.

  • Reporting to the Chief of Staff, the Deputy Chief of Staff – Policy and Partnerships will develop and manage strategic relationships with governmental, philanthropic, private sector, and civic sector partners to advance Innamorato Administration priorities and analyze policy developments and their potential impact on Allegheny County. Strong candidates will have exceptional policy analysis skills, the ability to build and maintain productive working relationships with a diverse range of partners, and the ability to communicate clearly, succinctly, and compellingly.

    The Deputy Chief of Staff – Policy and Partnerships’ responsibilities include:

    • At the County Executive’s and Chief of Staff’s direction, developing and managing strategic partnerships with philanthropic, private sector, and civic sector partners to advance Innamorato Administration priorities

    • Supporting the Chief of Staff by monitoring, analyzing, and researching local, state, and federal policy developments and their impact on Allegheny County, and contributing to drafting legislation where necessary

    • Supporting the County Executive and Chief of Staff in managing relationships with other governmental entities – including municipalities within the County, the County Council, and state and federal governments – by preparing strong briefing materials for the County Executive and the Chief of Staff

    • Supporting other Executive Office priorities as requested by the County Executive and the Chief of Staff

    Candidates should have at least five years of relevant experience, either working or in graduate school. Knowledge of Allegheny government processes and policy areas important to the Innamorato Administration preferred.

  • Reporting to the Communications Director, the Deputy Communications Director will join a strategic communications team that will provide clear and compelling updates to the public on the Innamorato Administration’s work. Strong candidates will have experience effectively leveraging social and digital media to support engagement with the public.

    The Deputy Communications Director’s responsibilities include:

    • Supporting the Communications Director by implementing a comprehensive communications strategy for the County Executive’s Office as well as dedicated communications plans for priority initiatives

    • Grasp the language and substance of the Office’s policy priorities and become expert in communicating about these priorities with the public and the press

    • Support the Communications Director by drafting press releases and responses to press inquiries, providing consistent, timely, accurate, and appropriately contextualized information to media and public

    • Project manage social and digital communications assets to reach various audiences

    • Support the Communications Director by engaging with public information officers with County Departments

    Candidates should have at least five years of relevant experience, either working or in graduate school. Experience in communications for campaigns, government, or mission-driven non-profits preferred.

  • The Innamorato Administration is committed to using the tools of County government to improve health outcomes for all residents, with a specific focus on addressing racial and economic health disparities. The Allegheny County Health Department (ACHD) is charged with safeguarding, promoting, and preserving the health and well-being of all Allegheny residents through the provision of top-tier public health services. While Allegheny County has made significant strides in improving air and water quality, there is still much more work to be done to protect the health of our community. The county grapples with challenges like air quality concerns, lead exposure, and the disproportionate burden of chronic diseases on vulnerable communities.

    The Director has broad responsibility for improving public health in Allegheny County. The Director has direct programmatic, supervisory and administrative authority over public health services, including clinical services, public health prevention and intervention programs, environmental regulation including air quality, and direct environmental health services. The Director is appointed by the Allegheny County Board of Health and works closely with the County Executive, County Manager and other Allegheny County agencies and organizations to ensure that equitable public health services are provided to all individuals.

    The position reports to a nine-member Board of Health and has oversight of the department including programmatic, clinical, laboratory, legal, communications, policy and administrative functions. The Director provides public health and medical expertise and leadership for disease control, epidemiology, public health regulation development, environmental enforcement, maternal/child/infant health services, public health emergency preparedness and environmental health, as well as public health communications. The Director is responsible for the overall implementation of the strategic plan and the community health improvement plan.

    About the Position:

    The Innamorato Administration is seeking a seasoned leader who has designed and implemented significant public health strategies that have made a measurable impact on community health and addressed the social determinants of health. The next Director of the Allegheny County Health Department will oversee a suite of strategies and initiatives designed to improve public health and eliminate health disparities. The Director will be tasked with developing and implementing policies that better meet the needs of the Allegheny County community, with a particular emphasis on providing support for marginalized community members. Reporting directly to the County Manager, the Director will oversee a department with approximately 300 employees.

    Responsibilities include, but are not limited to:

    Strategic Leadership

    • Work closely with the County Executive, County Manager and other departmental leaders to deliver on community priorities, with an emphasis on equity, creating effective systems and support for the Allegheny County community.

    • Administer public health programs for Allegheny County including management of personnel, funds, facilities and all assets of the public health department.

    • Enforce federal, state and county laws, rules and regulations to protect the public health and safety of the population including enforcement of environmental health rules, including air quality.

    Executive Management

    • Serve as the senior-most executive at the Health Department, directly managing each of the program area leaders, and supervising an overall team of approximately 300.

    • Inspire staff to think creatively about meeting goals, and create processes that enable staff to address challenges and meet objectives.

    • With other departmental leaders and Health Department deputies, devise an inclusive strategy to fill vacancies in the Health Department, recruiting the next generation of public servants and helping to create a County workforce that looks like the communities it serves.

    • Administer the department’s budget effectively, with a focus on ensuring each dollar spent achieves maximum impact, leading an effective change management process, and streamlining processes wherever possible with an eye toward resident services.

    Policy and Program Implementation

    • Oversee the development, promotion, implementation and management of public health services and programs with a specific focus on the social determinants of health; create or evolve policies to improve the factors that lead to improved public health.

    • Understand federal, state, and private health funding mechanisms, and develop effective plans for establishing new sources of departmental revenue

    • Keep abreast of current trends in public health administration, federal/state policy, and local municipal policies and practices impacting public health.

    Partnerships and Community Engagement

    • Partner with local, state and national governmental organizations, non-profits, as well as other private and public businesses to fight on-going environmental, social justice, violence, infectious disease, and health epidemic crises facing Allegheny County and the region.

    • Build and strengthen workforce development activities and relationships with local schools to further support public health.

    • Serve as a key external face of ACHD, enhancing visibility and bringing awareness to the critical work the County does to media agencies, government officials, and other stakeholders

    • Identify opportunities for collaboration with and among community partners, fostering partnerships to streamline efforts and amplify impact in service of the Allegheny County residents

    Candidate Requirements:

    • Experience with managing large multi-faceted organizations, including overseeing large complex budgets, with a track record of achieving significant transformations that lead to improved health outcomes and a significant reduction in health disparities

    • Deep understanding of the social determinants of health, and a track record of designing and implementing policies that improve those determinants

    • Track record of building an inclusive and equitable culture that fosters collaboration and respect

    • An orientation to servant leadership, with the ability to think at a systemic level while solving pressing, local issues

    • Leadership experience in a significant change management context, and the ability to manage and coach a high performing, diverse team, supporting professional development while holding staff accountable for meeting goals

    • Excellent communication skills, with extensive experience engaging managing complex sets of stakeholders at all levels

    • A degree from a four-year accredited medical school is highly desirable; in lieu of a medical degree, a doctorate in public healthcare or public health administration or similar field will be considered. The Director must possess a minimum of fifteen years of supervisory or administrative experience in the field of public health, and ideally be licensed to practice medicine or osteopathy in the Commonwealth of Pennsylvania or able to obtain such license.

    Salary of this position will be $270,000

  • The Office of the Public Defender provides professional legal services and counsel to any person who lacks sufficient funds to obtain legal counsel in any proceeding where representation is constitutionally required.

    The Office is comprised of a team of attorneys with a wide range of experience in criminal proceedings and is tasked with ensuring that no Allegheny County resident goes without legal representation. This includes any person less than 18 years old who asks for representation.

    A successful Chief Public Defender must demonstrate a commitment to providing the highest quality services and passionate advocacy for clients, understand how the legal system can best serve marginalized communities, and must lead by example to promote a collaborative, transparent, and welcoming environment for Public Defender attorneys and staff.

    The Chief Public Defender’s core responsibilities include overseeing the following functions and programs of the Office of the Public Defender:

    • Defense of all Allegheny County residents who cannot afford representation in criminal proceedings

    • Defense of all juveniles who do not have legal representation

    • Ensuring the success of Project Rehabilitate, which assists patients in drug and alcohol rehabilitation facilities who have substance use disorder and involvement with the Allegheny County criminal legal system.

    • Ensuring the Office’s team of social workers has the resources they need to collaborate with attorneys and other advocates to provide a holistic legal defense strategy with clients based on their existing strengths and identified needs.

    • Candidates must be a practicing attorney and should have at least fifteen years of experience, including providing public defense legal services as well as experience managing a team of lawyers.

    Anticipated annual salary: $90,000 - $110,000

  • The Law Department plays a critical role in a well-functioning County government, providing a high level of professional legal services to the Allegheny County Executive and County departments in a timely, cost-effective, and ethical manner.

    The Allegheny County Solicitor is the chief legal officer of the county and serves as the director of the Law Department. The County Solicitor supervises approximately forty assistant solicitors, as well as related administrative support staff who assist the County Solicitor in the discharge of the duties of the office. This role requires a leader to work closely with the County Executive while leading by example to promote a collaborative, transparent, and welcoming environment for Law Department staff.

    The Solicitor’s core responsibilities include overseeing the following Law Department functions:

    • Representing the county in all legal proceedings in federal and state courts and administrative agencies.

    • Rendering legal advice and opinions on a multitude of diverse legal questions presented by the operation of county government.

    • Preparing, reviewing and approving county contracts, leases, deeds, ordinances and resolutions, and other legal documents.

    • Negotiating collective bargaining agreements and handling grievances and interest arbitrations involving the county's unionized employees.

    • Providing oversight of the Allegheny County Law Library.

    Candidates must be a practicing attorney and should have at least fifteen years of experience, including providing legal services to government and municipalities as well as experience managing a team of lawyers.

    Anticipated annual salary: $155,000 - $160,000

  • The mission of the Department of Facilities Management is to promote the stewardship of county resources by ensuring that county facilities are constructed, renovated and maintained to provide for energy efficiency, safety, and practicality, thus promoting a positive atmosphere for all residents and county employees. The department is responsible for maintaining and upgrading the county's 45 major buildings and numerous other structures, as well as the 12,000-acre county park system.

    The Director of Facilities Management is responsible for overseeing the maintenance and quality of the county’s more than 3.5 million square feet of buildings and more than 12,000 acres of park lands. This includes efficient heating and cooling, building renovation, housekeeping, parking management, moving services and building trade services. A successful Director must have problem-solving skills and foresight to manage large teams and capital projects while maintaining close relationships with Public Works and Parks Departments.

    The Facilities Management Director’s core responsibilities include:

    Supervise and Run Department Operations:

    • Oversee staff of the Facilities Management Department in ensuring the highest quality care for county buildings and parks. This includes caring for the internal infrastructure of the county’s forty-five major buildings and numerous other structures, as well as and the external maintenance of park facilities to enhance the beauty and usability of park assets including ski slopes, wave pools, golf courses, and recreational facilities.

    Oversee Property and Casualty Program and Injury and Illness Prevention:

    • Manage the property and casualty program for all departments within the county government. This includes loss control efforts geared toward the prevention of work-related injuries and illnesses, as well as loss control relative to potential property and liability claims against the county.

    Candidates should have at least fifteen years of experience, ideally including experience improving the accessibility of parks and public spaces for marginalized communities.

  • Economic Development Director will oversee the seven divisions within Allegheny County Economic Development (ACED) and a team of approximately roughly 50 dedicated staff.

    The Director, Economic Development will play a vital role in supporting and driving economic growth and development within Allegheny County, Pittsburgh, Pennsylvania. The Director will drive collaboration with local businesses, community organizations, and government agencies to promote a thriving economic environment. They will be responsible for turning vision into strategy and action by implementing County Executive-Elect Sara Innamorato’s economic initiatives to strengthen the county’s regional economy by creating new job opportunities in emerging industries, uplifting the needs of small businesses, and championing worker protection and enhanced labor standards, with a focus on service and care industries. The successful candidate will be a visionary and inspirational leader who can successfully coordinate and improve alignment among a variety of departments, offices, and agencies, the Director will help ensure these entities work as efficiently and productively as possible toward a common objective: a strong and resilient economy that serves all Allegheny County residents.

    The Director of Economic Development will report directly to the County Manager and work closely with other departments to align economic development strategies with broader county goals and initiatives.

    Core Responsibilities:

    • Executive Management and Policy Implementation

    • Develop and implement economic strategies and action plans in collaboration with diverse stakeholders to rebuild the county’s communities with new jobs in growing industries, help struggling small businesses, protect workers, and raise labor standards

    • Stay abreast on local, regional, and state economic development policies, regulations, and initiatives., and pursue grant opportunities, incentives, and funding sources to support economic development projects and initiatives

    • Develop and implement policies and programs that promote diversity, equity, and inclusion within the local economy.

    • Oversee the budget for the Economic Development Department, including the allocation of resources for various initiatives, projects, and programs. Ensure efficient and effective utilization of financial resources in alignment with the county's economic development priorities and goals.

    • Utilize data-driven approaches to assess the effectiveness of economic development initiatives, identify areas for improvement, and make data-supported recommendations for future strategies.

    • Prepare regular reports and presentations on economic trends, opportunities, and challenges for the county.

    Strategic Leadership

    • Provide guidance and assistance to entrepreneurs, startups, and existing businesses on various aspects, including financing options, business planning, permitting, and regulatory compliance.

    • Champion initiatives that promote equitable economic opportunities for all constituents, with a particular focus on addressing disparities in access to jobs, resources, and economic development benefits.

    • Advance the County-Ready Jobs Plan by collaborating with educational institutions, training organizations, and employers to design and implement workforce development programs that address the evolving needs of local industries and create a pipeline of highly skilled Allegheny County constituents

    • Advocate for workforce training and lifelong learning opportunities to promote skill development and career advancement for all residents.

    External Leadership

    • Develop and oversee partnerships with local community organizations, workforce development agencies, and private partnerships to build a pipeline of resources for the community

    • Collaborate with elected officials and policymakers to influence legislation and regulatory frameworks that align with the county's economic development goals.

    • Advocate for policies at the local, state, and federal levels that support economic growth, workforce development, and equitable job opportunities.

    • Navigate the complexities of government bureaucracy and regulatory frameworks to streamline processes and reduce barriers to economic development.

    • Create a county-wide taskforce to support the creation of and transition to employee-owned businesses that keep jobs in our communities and build collective wealth.

    Candidate Requirements:

    • Experience leading the transformation of a large-scale department or organization, with a track record of creating good jobs and economic opportunities that benefit the community as a whole

    • Ability to work collaboratively with a diverse group of stakeholders, including residents, government officials, and business owners

    • Deep knowledge of community and economic development principles and equitable economic development practices, with a focus understanding of federal and state economic development assistance programs

  • The Department of Sustainability is charged with developing and implementing policies and programs that promote a clean and healthy environment for all residents. It collaborates with County and community partners to lead a Countywide effort to build a local economy at the forefront of energy efficiency, clean energy, and modern infrastructure. Specifically, the department’s focus includes ending the expansion of fossil fuel development, equitably promoting the use of clean energy, and reducing the County’s carbon footprint.

    The Director of the Sustainability Department will play a pivotal role in leading the department's efforts to address environmental justice disparities, drive sustainable practices, and stimulate economic growth while fostering community engagement. This position requires a visionary leader with a broad understanding of sustainability, infrastructure, and economic development, coupled with strong community connections. The Director will oversee policy development, implementation, and troubleshooting to drive the county's commitment to a greener, more equitable, and prosperous future.

    The Director of the Sustainability Department core responsibilities include:

    • Policy Development and Implementation: Develop Countywide policies and programs promoting environmentally sound and sustainable practices. Establish a comprehensive approach to implement solutions.

    Establish Sustainability Benchmarks:

    • Establish benchmarks for each County department to assess sustainable efforts and actions implemented within respective departments.

    • Measure and report on the success in meeting these benchmarks.

    Promote Inter-Departmental Collaboration:

    • Lead the County Green Team, an inter-departmental working group, to develop actionable sustainability goals and promote Countywide collaboration.

    Foster Partnership with Community-Based Organizations:

    • Collaborate with other County departments to engage and build partnerships with local organizations and corporations, advancing the County's sustainability initiatives.

    • Publish an annual Allegheny County Sustainability Report, accessible to the public.

    Candidates should have at least fifteen years of relevant experience, either working or in graduate school. Experience managing a significant governmental, non-profit, or private sector organization responsible for addressing environmental disparities, driving sustainable practices in government and more broadly is preferred.

  • The Allegheny County Office of the Medical Examiner serves the citizens of Allegheny County by supporting law enforcement, the public defender's office, district attorney's office and judicial system by providing Medico-legal death investigation, forensic, clinical and environmental analysis, consultation and expert testimony. The office has the additional mission of using the knowledge obtained in this process to promote education and research into the key public health problems facing the citizens of the county such as gun violence, drug overdose, suicide, and other issues.

    The Chief Medical Examiner will play a pivotal role in leading the department’s efforts to conduct medicolegal death investigations, forensic analyses, and environmental sample analyses to assist the citizens of Allegheny County, law enforcement, judicial court systems and health and environmental agencies. The position requires a leader who fosters a culture of professionalism, transparency, and the highest quality of work.

    The Chief Medical Examiner must:

    1. Hold either a Medical Doctor degree or a Doctor of Osteopathy degree from an accredited institution.

    2. Possess a valid license to practice medicine in the Commonwealth of Pennsylvania.

    3. Be board certified, or board eligible, by the American Board of Pathology in forensic pathology.

    4. Have had at least five years of experience as a practicing pathologist.

    The Chief Medical Examiner’s core responsibilities include:

    Supervise and Run Department Operations:

    • Oversee staff of the Office of the Chief Medical Examiner in conducting autopsies, death investigations, and operating the morgue, as well as oversee the county’s drug chemistry, environmental health, firearms, forensic biology, forensic toxicology, latent prints, mobile crime unit, and trace evidence analysis laboratories.

    Ensure High-Quality Data:

    • Ensure the department maintains accurate and up-to-date case files on all deaths, fulfills its external reporting requirements to various Pennsylvania bureaus and departments, and compiles statistical data for publications and medical research.

    Maintain Best Practices:

    • Ensure the continual review and update of Evidence Based Practices Standards within the office along with input from practices in other Medical Examiner systems and standards promulgated by the National Association of Medical Examiners.

    Candidates should have at least fifteen years of experience, including experience managing full-service crime laboratories that include sections of toxicology, firearms/toolmarks, serology/DNA, fingerprint, environmental monitoring, drug chemistry and trace evidence, and a mobile crime scene investigation unit.

    Anticipated annual salary: $270,000
